How DEFRA Turned Existing Knowledge Into AI-Enabled Learning With Immersive Fox

The Challenge

Like many large organisations, DEFRA already had deep expertise across product management, delivery, agile practices and digital disciplines. The challenge was not a lack of knowledge. It was finding a sustainable way to turn that knowledge into learning that colleagues could access when they needed it. Traditional training can be expensive, time-consuming to produce and difficult to keep relevant. At the same time, internal subject matter experts are often expected to deliver the same foundational content repeatedly alongside their day-to-day work.

Turning Knowledge Into Learning

Working with Immersive Fox, DEFRA explored how existing materials could be transformed into structured digital learning pathways. Using non-sensitive input materials, the team created learning experiences with AI-powered video lessons, transcripts and quizzes. They also developed Agile and product management courses for their e-learning platform. The result was a faster, more repeatable way to make existing expertise available to more people.

Supporting Experts, Not Replacing Them

AI-enabled learning is not about replacing subject matter experts. It is about reducing repetitive production work, so their knowledge can reach more people without asking them to deliver the same information again and again. Teams can capture their expertise once, then make it available whenever and wherever learners need it. This gives experts more time for the work where their judgement, context and experience matter most: coaching, discussion and deeper support.

A Repeatable Model For Capability Development

DEFRA’s proof of concept demonstrates how organisations can use AI to create a repeatable model for capability development. By transforming existing documents, presentations and guidance into structured learning, organisations can give learners more flexible access to foundational knowledge while making training faster to produce and easier to maintain. The goal is simple: make valuable expertise easier to share, scale and apply.
